The Himachal Pradesh High Court held that touching a child's private parts through clothes fully constitutes "touch or physical contact" for the purposes of Section 7 POCSO. The word "touch" in Section 7 is not qualified by any requirement of directness or absence of clothing. This view was subsequently adopted and affirmed by the Supreme Court in AG for India v. Satish (2021).
