Custodial violence and deaths in police lock-ups are one of the worst violations of human dignity. The Court laid down eleven binding requirements for arrest and detention: police must carry identification cards while arresting; prepare arrest memo attested by family/neighbour; inform next of kin; produce before Magistrate within 24 hours; maintain a register of detainees at police station; permit legal aid; allow doctor examination on request.
