The Court issued seven binding directives for police reforms applicable to all states and UTs: (1) State Security Commission; (2) fixed tenure for DGP (2 years minimum); (3) fixed tenure for IG/SP; (4) separation of investigation from law and order; (5) Police Establishment Board; (6) Police Complaints Authority; (7) National Security Commission.
