The CBI and revenue authorities must investigate and prosecute individuals including high officials regardless of their political status. The "single directive" which required prior government sanction to investigate officials of Joint Secretary rank and above was struck down as unconstitutional and offending Article 14. The CBI must act on merit, not political consideration.
